Hanover Fiste (A pun) is bribed witness in the trial of Captain Lincoln F. Sternn. Under the influence of the Loc-Nar, Hanover decides to take matters into this own hands. He has a meek, unassuming, socially awkward and unsually timid personality. He is also seemingly innocent but that is only a front for his true nature which is that of a greedy, shifty, maladjusted and erratic criminal, who like Sternn, relishes in causing mayhem.
